TITLE: WASH Officer TEAM/PROJECT: Construction / WASH LOCATION: Pujehun/Mattru Jong GRADE: 5 CONTRACT LENGTH: 5 Months CHILD SAFEGUARDING: Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people. ROLE PURPOSE: The Construction/WASH Officer will oversee all functional aspects of construction/WASH related projects across Pujehun/Moyamba/Bonthe Districts, from supervision to contributing to reports. Within a challenging environment for the rehabilitations of WASH facilities and other structural works, this position will demand a highly motivated, detail-oriented individual who will be able to solve challenges as they arise. S/he will be required to improve current systems from knowledge and experience gained through at least 2 -3 years' experience in this area. The Construction/WASH Site Supervisor will report to the Construction/WASH Coordinator, and will work under his guidance, and in close collaboration with all project and functional leads. He/she will help ensure high quality, safe, and sustainable construction or rehabilitation works in line with SCI, government, and donor standards; and with minimal environmental impact as feasible. As part of SC's dual mandate, the Construction/WASH Site Supervisor will participate in emergency preparedness activities and be ready to respond in the event of an emergency, as required. SCOPE OF ROLE: Reports to: Construction/WASH Coordinator Staff reporting to this post: None Budget Responsibilities: No Role Dimensions: Extensive enagament and communication with wide range of stakeholders and service providers within the district and at community level. KEY AREAS OF ACCOUNTABILITY: Needs Assessment, Planning and Budgeting Be responsible for technical components of structural needs assessments and participate in the technical assessment of targeted construction/rehabilitations facilities to be rehabilitated and / or constuctedfor the project identified jointly with program teams through technical feasibility studies, visits, consultations, and engagement with government authorities. Assist in the preparation of designtechnical assessment and bills of quantities for all engineering works required to be rehabilitated/constructed. Program / Construction / Rehabilitation design and implementation: Visit and assess proposed construction/rehabilitations sites and make decisions based on consultation with communities, local authorities, and program teams. Monitor working conditions and risks or problems that might arise regarding speed, safety, and quality. Oversee all teams implementing construction/rehabilitation activities, including supervisors, engineers, consultants, contractors, and work teams. Organise information meetings with contractors before construction/ rehabilitation is started and inform the contractors on all relevant technical details and requirements. Lead in helping to esure that all construction and rehabilitation works are safe for children and adults, and adhere to all safeguarding policies. Assist with trainings as relevant. Monitoring, Evaluation, Accountability and Learning: Monitor construction/rehabilitation budget performance with the Senior Construction/WASH Manager and relevant project lead. Responsible for weekly construction/rehabilitation site visits, as needed. Provide monitoring and assessment reports with recommendations as relevant/requested, including written reports on faults identified with clear technical recommendations. Act as the technical focal point for community leaders and contractors and advise on technical queries. Attend contractor de-briefing meetings and give technical input as required. Verify all construction/rehabilitation work carried out at the completion stage in cooperation with the relevant authorities and ensure that all requirements are fulfilled before a Certificate of Completion is issued, and final payments paid. Revisit all projects after end of the retention period and verify final payment to the contractor or initiate repair work in case of faults as stated in the contracts with the contractors. Verify that infrastructure works done by partners and contractors are carried out according quality standards established by Save the Children through quality checklists. Contribute to project donor and other reports/updates as needed and requested. Prepare weekly and monthly progress reports and submit to the Construction Manager. Integration and Coordination Help deliver technical construction/rehabilitation/ WASH trainings as needed/requested. Ensure that Save the Children's Construction/WASH work is coordinated with efforts of other agencies and Government; support interagency coordination fora, advocating for the specific needs of children. Proactively attend coordination working groups and be ready to convene such groups at sub national level. With support from the Lead Technical Manager and/or other senior programme staff, assist in advocacy activities; contribute to WASH communications and media work as required. Ensure construction/rehabilitations is carried out with community participation to ensure sustainability and suitability. Coordinate construction/rehabilitations activities with other sectors and with other actors (government and non-governmental), to integrate activities for beneficiaries. General: Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter. Participate in and represent Save the Children in external events/meetings as requested. Undertake any training required to meet the objectives of the post or as relevant to SCI. Comply with all relevant Save the Children policies and procedures, including, but not limited to: fraud / anti-bribery, child safeguarding and code of conduct, sexual harassment and gender equality, safety and security, finance, procurement, and human resources. Ensure all project activities are implemented in line with safe programming protocols. Other significant duties as may be assigned by his/her line manager. Integrity: Honest, encourages openness/ transparency; demonstrates high levels of integrity QUALIFICATIONS: Bachelor's degree or above in civil or construction engineering. EXPERIENCE AND SKILLS Minimum 2-3 years of experience supervising construction/WASH projects and contractors, preferably across a wide range of geographic terrains (especially riverine communities). Experience in the design (architectural and structural) of structures/buildings. Knowledge in inclusive design, considering gender and persons with disabilities, is an asset for the position. Knowledge of climate-resilient infrastructure is an asset for the position. Ability to work AutoCAD program; good Excel skills. Experience with INGOs and/or institutional donors is preferred. Excellent planner and ability to work independently, initiative, multi-tasking, and strong facilitation skills in an ever changing, dynamic environment. Excellent team builder. Ability to coach others and work in a team environment Excellent interpersonal skills, patience, ability to engage with a range of people at all levels. Ability to work effectively in environments with very limited infrastructure. Commitment to Save the Children's aims, values, and principles..
