About the opportunity

Ecobank Rwanda is seeking an Operational Risk & Fraud Manager to strengthen risk management and fraud prevention across the Bank.

The Operational Risk & Fraud Manager supports the Head of Risk in implementing the Bank's risk management framework and is responsible for identifying, assessing, monitoring and managing operational and fraud risks across the Bank. The role provides independent oversight and challenge to ensure that processes, systems, people and external factors are adequately managed and that the Bank maintains an effective control environment. The role also leads the Bank's fraud risk management framework, including fraud prevention, detection, investigation support, monitoring and reporting, and promotes a strong operational and fraud risk culture across the organization.

Key Responsibilities

  • Operational Risk Management Framework
    • Implement and maintain the Bank's Operational Risk Management Framework in line with the Bank's Risk Appetite, Group standards and applicable regulatory requirements.
    • Identify and assess operational risks arising from people, processes, systems and external events.
    • Review and challenge business units' operational risk assessments and mitigation plans.
    • Ensure that operational risk exposures remain within approved risk appetite and tolerance levels.
    • Provide independent challenge to management on the adequacy and effectiveness of operational controls.
    • Maintain the Operational Risk Register and monitor operational risk issues to ensure timely remediation and closure.

Fraud Risk Management

  • Develop and maintain the Bank's Fraud Risk Management Framework.
  • Identify and assess actual and potential fraud risks across products, processes, channels and business units.
  • Establish and monitor appropriate fraud risk indicators and thresholds.
  • Analyse fraud incidents and emerging fraud trends to identify systemic weaknesses.
  • Coordinate fraud prevention and detection initiatives with Operations, Compliance, IT, Information Security, Internal Audit and Business Units.
  • Support the investigation and management of significant fraud incidents, while ensuring appropriate segregation of responsibilities.
  • Ensure lessons learned from fraud cases are incorporated into controls and processes, and monitor implementation of fraud-related corrective actions.

Incident and Loss Management

  • Maintain an effective process for reporting and recording operational and fraud incidents, and ensure material incidents are promptly escalated.
  • Maintain the operational loss database and ensure completeness and accuracy of loss information.
  • Distinguish between incidents, near misses, actual losses and fraud events.
  • Analyse operational losses to identify trends, recurring events and areas of increased exposure, and conduct root-cause analysis of significant events.
  • Track corrective and preventive actions arising from incidents through to closure.

Risk & Control Self-Assessment (RCSA)

  • Coordinate the periodic RCSA exercise across all Bank functions.
  • Review the quality and consistency of risk and control assessments, and challenge assessments where risks or controls are inadequately assessed.
  • Ensure appropriate consideration of inherent risk, control effectiveness and residual risk.
  • Monitor high-risk areas, track RCSA action plans and overdue issues, and ensure appropriate mitigation plans are in place.
  • Provide management with an overall view of the Bank's operational risk profile.

Key Risk Indicators (KRIs)

  • Develop and maintain appropriate operational and fraud key risk indicators.
  • Monitor trends against approved thresholds and risk appetite, and escalate breaches and deteriorating trends to the appropriate governance forum.
  • Ensure KRIs provide forward-looking information rather than simply reporting historical events.
  • Recommend additional controls where indicators show increasing risk exposure.

New Products, Processes & Change

  • Provide independent operational and fraud risk assessment and challenge new products, delivery channels and systems.
  • Assess risks arising from major process changes, outsourcing arrangements, digital banking initiatives and significant technology implementations.
